Under the "first come, first serve" basis, the free daily commodities will be distributed to those whose time costs are low, as the elderly generally has a lower time cost, so they are willing to wait for these goods.
(b) The O.C. for the elderly to get these goods is the time cost, i.e. the highest valued alternative use of the time waiting for the commodities.
(c) The O.C.s of every elderly person are not necessarily the same, because each of them may have different alternative use of the time. Eg...
